The Defense Security Cooperation Agency notified Congress (link opens a PDF) Tuesday of plans to sell the Saudi Arabian military a fleet of 30 armed, Mark V patrol boats.
The proposed sale, which includes spare parts, training services, logistical support, and 32 cannons firing 27mm rounds, is valued at a total price of $1.2 billion. No primary contractor has yet been identified for the sale, but small, privately owned boat-builders such as United States Marine, Halter Marine, and Hodgdon Yachts have been known to build such boats for U.S. and foreign buyers in the past. The Mark V is an aluminum boat also used by U.S. Navy SEALs.
The DSCA justifies the sale by noting that the "Mark V patrol boats will give the Royal Saudi Naval Forces (RSNF) an effective combat and threat deterrent capability to protect maritime infrastructure in the Saudi littorals. This acquisition will enhance the stability and security operations for boundaries and territorial areas encompassing the Saudi Arabian coastline [and] will enhance interoperability between the U.S. and the Kingdom of Saudi Arabia."

Opportunities on the horizon
That was about it for contracts of significant size awarded last week. Sure, there were other awards: $13 million for Lockheed to repair some helicopters here, $8 million for Exelis (NYSE: XLS ) to deliver some spare parts there. But really, the more interesting news last week concerned future contract wins -- and because those aren't "news" yet, they've received much less attention in the media and offer more potential for profit for investors. - [By Rich Smith]
U.S. defense contractor Exelis (NYSE: XLS ) wants to help Italian soldiers see in the dark.
On Wednesday, Exelis announced that it has been contracted by local Italian defense contractor Selex ES to supply Selex with binocular "i-Aware" Tactical Mobility Night Vision Goggles, which Italy will then incorporate into its "Future Soldier program."

Maybe there's something to this whole "sequestration" phenomenon after all -- because for all intents and purposes -- and certainly in comparison with recent trends -- Department of Defense spending has come to a screeching halt in recent days. On Wednesday, for example, DoD issued a grand total of three new contracts, totaling a mere Pentagon pittance of just $44.4 million.

The Department of Defense issued $1.3 billion worth of new contract awards Friday. Currently, three main companies supply security equipment to the TSA - Safran (SAFRY.PK), Smiths (SMGKF.PK), and Level-3 Holdings (LLL). All three of these companies sell the whole range of their products to the TSA, with an ETD offering included. Recently, however, a new company, Implant Sciences Corporation (IMSC.PK) received approval from the TSA to begin selling their ETD equipment to airport security professionals. This approval has opened the door for IMSC to begin taking some market share away from the more established players in the US and beyond.
